Track preparation across research, website, translation, signing, privacy, outreach, and launch work. This is not a measure of policy adoption or public-health outcomes.
These percentages track preparation deliverables and technical readiness. They do not claim that the public campaign has launched, that Target 28 has been adopted, or that public-health outcomes have been achieved.
These are internal task-completion measures. Assembled research, available translations and passing technical checks do not establish independent expert review, legal certification or policy effectiveness. Public support is not institutional endorsement.
